A Proposal for
supplying Private Investigators to Client’s Property
To Prevent Crime and
Wrong Doings
The Advantages of
hiring Private Investigators over Security Officers:
A. In Depth Experience, Education and Training: In general Private Investigators
have more education, training and experience compared to your average security
officer. When a security agency signs a contract with the client, the security
agency usually promises that the best security officers will be supplied for
the clients property, but in reality what is delivered does not match what was
promised. A client never finds out that their security is inadequate until an
emergency situation happens and then it is too late.
David Gletty Investigations (DGI)
guarantees that all Private Investigators supplied to the client are the best
that the industry offers. The client will not see a Private Investigator using
their cell phone for personal business, they will not see a Private
Investigator sitting down for minutes at a time while on the computer or
staying in one spot to long.
David Gletty’s Investigators will be
actively walking/bike patrolling the properties perimeter and interior while
conducting active surveillance and deterrence techniques.

This is a safe and easy technique for
keeping all the residents, staff and guest safe while on property.
Investigators can take the information they have gathered from the guest,
visitor and delivery persons and at a later time do quick background checks on
them, a quick sex offender check and even find out if there are any outstanding
arrest warrants on said persons. Most importantly the information can be turned
over to Law Enforcement in the case that a crime happens and even used for
victims of a crime to possibly identify the perpetrators of said crime.
If the client is serious about the
safety and security of the residents, guest and staff then this service is a
necessary technique that can be enacted without harassing said persons. Any
person on private property is subject to the rules and regulations set forth by
the owners of said private property.
The DGI Quick ID System would make it
very convenient for the service providers of the property to put their ID’s in
the DGI system. Plumbers, Electricians, Lawn care, Delivery and etc.
C. Bike Patrol Unit (BPU): The Bike Patrol Unit (BPU) was designed by our
founder David Gletty and still to this day overseen by David Gletty because he
understands the importance of Surveillance and Investigations, staying
physically fit and having other Investigators that can follow his lead.
The Advantages of this service begin
with Surveillance, being able to cover large areas within minutes, no carbon
footprint, only the most physically fit Investigators and the advantages go on.
The BPU is low maintenance compared to vehicle and golf cart patrols and is
perfect for Schools, Complexes, Gated Communities and etc.
The Bike Patrol Unit (BPU) is
equipped with top of the line “Hybrid” bicycles, first aide gear, video camera,
radio, cell phone, lights and an Investigator that is well trained in “Weapons
Training”, “High Risk” situations and certified CPR.
D. Noticeable Surveillance: One of the best and proven ways to
deter crime and wrong doings is by conducting targeted open surveillance in
such a way that everyone on the property notices that a uniformed Private
Investigator is using their video camera to record everything on the property
from residents, guest, vehicles/tag numbers, delivery persons and etc.
Criminals do not want to be video recorded by uniformed Private Investigators,
they will avoid it at all cost.
E. Daily and Active Video Surveillance and Storage of: At the end of each day all video
recordings, about 10 minutes per hour and 4 hours per day, are down loaded on a
confidential external hard drive and stored for future use if needed. Future
use would be in the case of a crime on property being committed in which the
perpetrators may have been caught on camera. Investigators and Police can check
the Investigators video from the day and time of the crime and scan through the
images for an out of place vehicle and tag number, a suspicious person on
property and etc. There will be an organized video file for every day of the
year.
F. Safety and Security for Residents, Staff and Guest: Safety and Security are the most important aspects of the services that David
Gletty Investigations (DGI) offers. Safety and security for the residents,
staff and guest while on property is why a client would utilize our services.
With Private Investigators actively conducting surveillance in and around the
property for all to see, the image put forward will announce to the criminals
that “this property is not one to be targeted.”
G. Working Together with local Law Enforcement: At the beginning of every Private
Investigators shift a call will be made to local Law Enforcement advising them
that active surveillance is being conducted on client’s property and the
Private Investigator will call if needed. It is very important to the safety of
the residents, staff and guest for the Private Investigator to call and check
in with Law Enforcement everyday concerning the client’s property. It builds a
stronger relationship with the client’s property and the local Law Enforcement.
Different Crimes and
Causes: Examples
A. The pizza delivery or any food
delivery person not only delivers food products to residents and guest, but
also delivers illegal drugs along with the food. I know it is not appetizing
for the property management/owners to accept that some residents/guest use
illegal drugs, but it happens. The delivery person comes to your front door and
see’s the inside of your apartment and sometimes see’s the amount of cash that
you may have on hand. Later the delivery person calls their criminal
accomplice’s and advises them of your situation, next thing that happens is you
are robbed in your own apartment. If illegal drugs were purchased the victim
probably will not call Law Enforcement unless they were violently raped, beat
down and etc.
B. A resident brings home a guest they
just met while out having a good time. The resident knows little about the
stranger they just brought home, but they will find out soon enough the bad
intentions their guest has for them. Their residence is targeted by criminals
and the resident is either robbed or burglarized and sometimes raped and beat
down. It is hard to talk about, but it happens every day even when there is
security present on property.
With full time security officers/Private Investigators
criminal acts on property is unacceptable and should not be tolerated. Criminal
acts while security officers/Private Investigators are on duty is a reason for
client to terminate the contract and all security officers/Private
Investigators to be terminated…Uniforms: Private Investigators work in plains clothes and uniforms, but in the case of “Deterring Crime” it is suggested by DGI that all Private Investigators wear clearly marked uniforms that identify the Investigator and their intentions.
The Investigators will be wearing a uniform that is
professional in appearance and suited for the task at hand and the weather
conditions. The uniform will be marked in such a way that it identifies the
Private Investigator, the agency they work for, their name and will be clearly
recognizable from front, back and both sides.

Florida State Laws:

regulated activity- Private Investigation
Definition- The
investigation by a person or persons for the purpose of obtaining information
with reference to any of the following matters.
A. Crime or wrongs
done or threatened against the United States or any state or territory of the
United States, when operating under express written authority of the governmental
official responsible for authorizing such investigation or while conducting the
legal activities that a Private Investigator may conduct for a civilian client.
B. The identity,
habits, conduct, movements, whereabouts, affiliations, associations, transactions,
reputation, or character of any society, person, or group of persons.
C. The credibility
of witnesses or other persons.
D. The location of
missing persons, owners of abandoned property and escheated property, or heirs
to estates.
E. The location or
recovery of lost or stolen property.
F. The causes and origin
of, or responsibility for, fires, libels, slanders, losses, accidents, damage,
or injuries/death to persons and/or real or personal property.
G. The business of
securing evidence to be used before investigating committees, or boards of
award or arbitration or in the trial of civil or criminal cases and the
preparation therefor.
H. The conducting of body guard services for any person or
group of persons.

Place.”
F. Once a week 1 hour seminars about
safety, security and how to keep crime off the property.
Fee:
1 Private Investigator on duty at a time 24 hours a day 7days a week: $218,500 a year.
Multiple Investigators
will cover the hours through the week, 1 on duty at a time. Fee doubles with 2 investigators on duty at a time and triples with 3 investigators at a time and etc.
Per Florida Law Private Investigative agencies are
not required to carry liability insurance. Insurance is purchased at request of
Client and at time contract is approved.
